Welcome back to the Pfluger Fly-By, a weekly roundup of the work I am doing to represent you and our communities in Congress.
It was a busy week back in Washington. To honor National Police Week, I was proud to vote in favor of several pieces of legislation to support law enforcement and co-lead a roundtable with law enforcement leaders to identify security concerns before several high-profile events on U.S. soil. Back in Texas-11, I also had the pleasure of meeting with the Coleman Police and Fire Departments to honor and thank them for their service.
In addition, as Chairman of the House Homeland Security Subcommittee on Counterterrorism and Intelligence, I led a markup that advanced seven bipartisan bills, including my "I&A Mission Reorientation Act of 2026." I also hosted Acting Attorney General Todd Blanche at this week's RSC member meeting, participated in a roundtable on Airpower, cosponsored legislation to uphold Title IX, and questioned witnesses on best practices for landowners to have a meaningful voice regarding transmission siting decisions.

Backing the Blue During National Police Week
This week was National Police Week, and I want to take a moment to recognize the courage and sacrifice of the hardworking law enforcement officers who serve communities in Texas and throughout our nation. I am extremely grateful to every hero who puts on the badge each day, often putting their life on the line to protect and serve their neighbors.
I was proud to vote in favor of several pieces of legislation to support law enforcement officers this week, including a resolution I cosponsored to memorialize law enforcement officers who lost their lives in the line of duty. I also voted in favor of expressing congressional support for officers across the country, putting an end to reckless cashless bail policies, and closing loopholes that have allowed charitable bail funds to help secure the release of violent offenders.
Additionally, I was proud to meet with the Coleman Police Department and the Coleman Fire Department back in TX-11. I am grateful for their dedicated service to Coleman and for keeping their community safe.
As we close out National Police Week, I encourage you to take a moment to thank your local law enforcement officers and also honor the memory of the brave officers who made the ultimate sacrifice. Supporting law enforcement officers and their families is more important now than ever, and I'm proud to Back the Blue in Congress.
National Police Week Roundtable with Law Enforcement Leaders
During National Police Week, I co-led a roundtable with the Committee on Homeland Security and the House Permanent Select Committee on Intelligence. It was an honor to hear directly from leaders in the law enforcement and intelligence communities about the ways we can better support their missions and ensure we are prepared to secure upcoming international events on U.S. soil.
This roundtable was a valuable opportunity to discuss my Subcommitteeās work to reform DHSās Office of Intelligence and Analysis and examine ways to strengthen information sharing between federal, state, and local law enforcement. At a time of heightened homeland security threats, I remain committed to giving our law enforcement officers the support and resources they need to fulfill their no-fail mission to protect the American people and our values.
Refocusing DHS's Office of Intelligence and Analysis
As Chairman of the Committee on Homeland Security's Subcommittee on Counterterrorism and Intelligence, I led a Subcommittee markup that advanced seven bipartisan bills aimed at reforming the Department of Homeland Security's (DHS) Office of Intelligence and Analysis (I&A).
Included in the bills was my "I&A Mission Reorientation Act of 2026" which refocuses I&A on its core mission to deliver timely, actionable intelligence to state and local partners on the front lines. The threats to our homeland are evolving, and our intelligence posture must keep pace, especially as we prepare to host major events like the 2026 World Cup and 2028 LA Olympic Games. Acting Attorney General Todd Blanche Addresses the RSC
I was pleased to welcome Acting Attorney General Todd Blanche to this week's Republican Study Committee (RSC) member meeting. The Department of Justice's newly formed Fraud Division is critical to rooting out waste and recovering taxpayer dollars, while the DOJ's enforcement on immigration and narcotics trafficking is protecting American communities. The RSC will continue working tirelessly alongside this administration to deliver results for the American people.
Investing in the Next Generation of Airpower
I had a great discussion this week with fellow members of the For Country Caucus on today's readiness challenge and the urgent need to invest in American Airpower. The U.S. Air Force is currently flying the oldest and smallest fleet in its history as global threats intensify and more is being demanded of it than ever before.
We were grateful to hear from retired USAF Lt. General David Deptula and his candid insights on rebuilding capacity, modernizing aging aircraft, strengthening readiness, and ensuring the U.S. maintains air superiority for generations to come. As a former combat pilot with over 25 years of service, there is no greater advocate for our U.S. Air Force on Capitol Hill than me. We've seen what American Airpower can achieve. The time to invest in it is now.
Upholding Title IX for the Next Generation
As a father of three daughters who compete in sports, protecting their opportunities on and off the field is of the utmost importance to me. That's why I am proud to cosponsor the Title IX Clarification Act by Congressman Jodey Arrington (TX-19) to ensure that the promise of Title IX is upheld for future generations.
This legislation would codify President Trump's revocation of a Biden-era Executive Order that directed the Secretary of Education to prohibit discrimination on the basis of gender identity and sexual orientation. Taxpayer dollars should not be used to advance extreme social policies, and the Title IX Clarification Act will ensure that women and girls can compete on a fair playing field for the next fifty years. Local Input on Transmission Siting Decisions
Strengthening domestic energy production and power capacity to meet rising demand and compete with adversaries like the Chinese Communist Party is critical to our national security. At the same time, ensuring landowners and local communities maintain a meaningful voice in transmission siting decisions is critical.
During an Energy Subcommittee hearing focused on America's growing power needs and grid reliability this week, I reinforced this position and urged that utilities must also respect private property rights and work closely with states and local communities when determining where transmission lines are built. While this is a state issue, not a federal one, I questioned witnesses about the best practices for ensuring landowners have a voice in this process.

This week, I also had the pleasure of meeting with several Texas community leaders and partners in Washington. Thank you all for taking the time to discuss how we can implement smart, commonsense policies to strengthen Texas-11 together.
