Welcome back to the Pfluger Fly-By, a roundup of events and updates to keep you informed about everything I'm doing week by week to represent you in Congress.
It was another busy week back in Washington, representing you and this great district. I introduced several bills this week to reform the permitting process for energy projects, protect critical infrastructure from cyberattacks, and improve access to mental health services for Americans. My legislation to conduct oversight over the BEAD implementation process was also advanced out of the House Energy and Commerce Committee, and I participated in several committee hearings.

Leading the Charge on Permitting Reform
American companies are being unfairly penalized for pollution originating outside the United States. Weāve seen how even the mention of a nonattainment designation, like when the Biden EPA threatened to redesignate the Permian Basin, can create significant uncertainty for businesses and communities. These designations delay permits and hurt economic growth, while failing to address the very problem they are trying to solve.
This is why I introduced the Foreign Emissions and Nonattainment Clarification for Economic Stability (FENCES) Act to ensure fair and consistent air quality designations by making clear that states will not be penalized for emissions outside U.S. borders. It will also protect producers from unnecessary compliance burdens caused by events beyond their control, such as wildfires or dust storms, while upholding environmental standards under the Clean Air Act. My bill restores commonsense, and Iām proud to lead it as another significant step in modernizing and strengthening Americaās broken permitting system.

Denouncing the Alarming Rise in Violence Against Law Enforcement Officers
As Chairman of the House Homeland Security Committee's Counterterrorism and Intelligence Subcommittee, I questioned witnesses on the rise of anti-police rhetoric. During the hearing, I thanked frontline officers for their unwavering commitment to protecting our communities, especially as they face a dangerous spike in threats in areas where local leaders openly undermine law enforcement.
Threats against law enforcement, ICE, and DHS personnel are unacceptable and un-American. I recently introduced a resolution to condemn the rise of violent threats to our ICE agents and facilities, which can be read here. I will always stand up for law enforcement officers who put their lives on the line to protect our communities.

Cyber Deterrence and Response Act
In recent years, As cyberattacks in the United States have grown more sophisticated and widespread, we must ensure the Trump administration and all future administrations have a strong framework to hold bad actors accountable and safeguard our national security. In response to this, I introduced the Cyber Deterrence and Response Act of 2025 to deter foreign nation-states from launching cyberattacks against critical American infrastructure by creating a unified federal process to identify, attribute, and sanction the world's most dangerous state-sponsored cyber actors.
Protecting America's critical infrastructure from malicious cyberattacks is essential, and this legislation will give the U.S. real tools to impose costs on foreign governments and entities that target American networks, critical infrastructure, and elections. Federal Broadband Deployment Tracking Act Passes Out of Committee
I am thrilled that the House Energy and Commerce Committee unanimously voted this week to advance my bipartisan bill to improve transparency and efficiency in the broadband deployment process. The Federal Broadband Deployment Tracking Act will close the digital divide and prevent Americans in rural areas from being left behind.
