Welcome back to the weekly Pfluger Fly-By, a roundup of events and updates to keep you informed about everything I'm doing week by week to represent you in Congress.

It was another great week representing you in Congress. I'm thrilled to update you that my legislation, the ACES Act, was signed into law by President Trump this week! In addition, I announced Service Academy Nights in Midland and Killeen, honored the life of Dr. Ed Feulner, applauded the decisions by a district court to vacate the lesser prairie-chicken from the Endangered Species List, and more.

ACES Act Signed into Law by President Trump

I am thrilled that President Trump signed the ACES Act into law this week. This legislation is more than just a bill—it's a lifeline and a message to every pilot who has put on the uniform to protect our skies that we will fight to protect their health in return. The ACES Act has been my top priority in Congress, and it is deeply personal to me. I introduced this bill in honor of my dear friend and former fighter pilot, Colonel Shurtleff, who recently lost his life in a second battle he never signed up to fight. We owe it to him, and every servicemember like him, to properly study the prevalence of military aviation cancer rates. My Thoughts on President Trump's Actions in Washington, D.C.

For years, liberal soft-on-crime policies have devastated countless innocent families and individuals in our nation’s capital—with D.C. ranking among the most dangerous cities in America. Thankfully, these policies end now. I commend President Trump’s bold action in using his authorities to crack down on rampant crime and lawlessness in Washington, D.C., to make the city safe again. Congress must support these efforts and stand ready to utilize our clear constitutional authority over D.C. if greater action is necessary to restore public safety.

Lesser Prairie Chicken ESA Listing Halted by District Court

The Biden Administration's U.S. Fish and Wildlife Service weaponized the Endangered Species Act to target American energy production in the Permian Basin, using species like the Lesser Prairie Chicken as one of their tools. These listings were completely misguided, ignoring the vigilant conservation efforts already underway in West Texas.

This week, a district court confirmed what we've been saying all along and rightfully struck down the listing, ruling that a 'foundational error' was made. I applaud the court's decision as a major step forward in ending the years-long attack on farmers, ranchers, and energy producers across Texas. We can—and must—protect important species without sacrificing the livelihoods of our local and rural communities that power our nation. Read more about the ruling here.

Honoring the Life and Legacy of Dr. Ed Feulner

Last month, the conservative movement lost one of its founding fathers, Dr. Edwin J. Feulner. Not only did Dr. Feulner found the Republican Study Committee (RSC), but he also built the Heritage Foundation into America's premier think tank. Whenever Dr. Feulner made an appearance at an RSC meeting, the entire room paid close attention, captivated by his passion for the conservative ideals we continue to uphold today.

I joined my colleagues in introducing a resolution honoring Dr. Feulner's life and legacy. We respectfully request that President Trump award Dr. Feulner the Presidential Medal of Freedom, the Nation’s highest civilian honor, in recognition of his unparalleled contributions to conservative governance. Upcoming Service Academy Nights in Midland and Killeen

My office will be holding Service Academy Nights in Midland and Killeen later this month. This is a great time for students, parents, and educators to learn about the opportunities for students to serve at a U.S. Service Academy.

In 1995, I sought a nomination to the U.S. Air Force Academy—a phenomenal decision that has led to more than two decades of service, including flying combat missions in the F-22. Now, nearly 30 years later, I have the honor of helping shape the next generation of military leaders by nominating outstanding young men and women to our nation's Service Academies as a Member of Congress.

If you are a student in Texas's 11th Congressional District interested in seizing the opportunity to serve our country and attend a U.S. Service Academy, I strongly encourage you to partake in one of my office's upcoming Service Academy Nights. Christmas Opportunities at the White House

First Lady Melania Trump recently announced the opening of Christmas applications for volunteer and performer positions at the White House. While the White House is a stunning and historic landmark to visit year-round, it is truly breathtaking to see during the holidays. I am thrilled that President Trump and First Lady Melania are continuing the tradition of bringing in Americans from across the country to celebrate this special season.

I know firsthand that Texas's 11th Congressional District is home to some of the country's most talented individuals, and now is the time to showcase these talents in our nation's capital! I strongly encourage anyone interested to apply for this incredible opportunity. And if you are selected, please be sure to notify my team so we can help you plan your visit to Washington, D.C.

VOLUNTEER CHRISTMAS DECORATOR APPLICATION

Those interested in volunteering to decorate the White House ahead of the Christmas Season may apply HERE. Please note that any individual applying to volunteer at the White House must be 18 years of age or older to participate. Each person must apply individually; group applications cannot be accepted. Decorating will take place during the week of Monday, November 24, through Sunday, November 30, 2025. Additional details may be found on the application page.

VOLUNTEER HOLIDAY PERFORMER APPLICATION

Performers and musical groups, including school bands, choirs, and holiday-themed entertainers, are encouraged to apply HERE for the opportunity to perform during the holiday open houses during the month of December. Additional details may be found on the application page.

ICYMI: Apply for FEMA Assistance by September 4th

Since the devastating floods swept through Central and West Texas on July 4th, my office and I have been working closely with local leaders and officials to ensure that residents in Texas's 11th Congressional District have access to the resources and assistance they need.

If you were impacted by the floods, there are just under 30 days left to apply for FEMA assistance. I strongly encourage anyone who has not yet applied to do so before the deadline on Thursday, September 4th. Homeowners, renters, and students are all eligible to apply.

Additionally, FEMA released information on legal services and disaster case managers available to flood survivors, as unexpected legal issues may arise after a disaster that can leave individuals and families devastated. If you are facing legal issues resulting from the July storms and flooding in Central Texas, you can get free legal advice. Click HERE for more information.
